A naive O(n^2) simulation of the queue evolution per candidate minute would perform on the order of 10^10 operations in the worst case and will not finish in time.

A brute-force approach considers each possible arrival minute i independently. For each i, we simulate the queue from the start of the day, reconstruct the full state up to minute i, insert ourselves, and continue simulation minute by minute until we are served or the day ends. This correctly models the process, but it repeats almost the entire simulation for each i. With n minutes and O(n) work per simulation, this becomes O(n^2), which is too slow when n is 100,000.
The key observation is that once we know how many people are ahead of us at the moment we join, we no longer need to simulate step-by-step. The system always removes c people per minute after our arrival, so our position decreases deterministically by c each minute. This turns the problem into a simple arithmetic question: how many full “service rounds” are needed before our position reaches zero.
For a fixed arrival minute i, let prefix[i] be the total number of people who have arrived up to and including minute i. Since we arrive after ai people at minute i, our position in the queue becomes prefix[i] + 1. From that moment, every minute removes c people from the front, so the number of minutes needed to reach us is the smallest k such that k · c ≥ prefix[i] + 1. This gives a closed-form expression for waiting time.
We compute this value for every i in O(1) after prefix preprocessing, then choose the best candidate.
