The algorithm relies on the invariant that each projection constraint is satisfied exactly by ensuring coverage of every required $(\text{row}, z)$ pair by at least one column. Since gravity forces monotonic stacks, once a column is raised to height $z$, it automatically satisfies all lower requirements, so assignments only need to track the maximum assigned level per column.
All valid structures correspond to some assignment of each required projection cell to a supporting column, and every such assignment produces a unique induced height grid. The greedy strategy chooses among valid assignments to minimize or maximize the induced sum of heights without ever violating feasibility.
