This makes generic flow too slow.
The key structural simplification is that we do not need arbitrary matching, only a feasible assignment of each outgoing demand to some available incoming capacity, with only one forbidden pairing per choice (i to i). This allows a greedy construction: we maintain a dynamic pool of available receivers and assign outgoing edges one vertex at a time, always picking a valid receiver different from the source.
The only obstacle in this greedy process is the self loop restriction. If the only available receiver at some moment is the same vertex, we must temporarily defer or swap assignments. This leads to a classic idea: maintain a multiset of receivers ordered by remaining capacity and always take the best candidate that is not the current source. If the top is invalid, we take the second best.
Connectivity is handled after construction. Once a valid degree-realization exists, components can be merged by edge swaps between components while preserving in and out degrees, because we can reroute two edges in a 2-swap without changing any vertex degree.

Algorithm Walkthrough
We construct the graph by satisfying outgoing requirements one vertex at a time while maintaining a pool of available incoming capacities.
- First check whether the sum of all ai equals the sum of all bi. If not, no directed graph can satisfy the degree constraints, so we immediately report failure. This is a fundamental conservation constraint.
- Build a data structure that tracks all vertices with remaining incoming capacity. Each vertex j starts with capacity bj, and we store only vertices with positive remaining capacity in a multiset or priority structure.
- Process vertices in any order, for example from 1 to n. For each vertex i, we must create ai outgoing edges.
- For each outgoing edge of i, we select a target j from the pool of vertices with remaining capacity, ensuring j is not equal to i. We always try to take some vertex with available capacity. If the best candidate is i itself, we temporarily skip it and take another candidate.
- If the only available vertex is i itself and no alternative exists, construction is impossible. This happens exactly when all remaining incoming capacity is concentrated at i while i still needs to send edges elsewhere.
- After choosing a valid j, we add edge i to j, decrease bj, and if bj becomes zero we remove j from the pool.
- After all edges are constructed, we check weak connectivity. If the graph is already connected when treated as undirected, we are done.
- If multiple components exist, we merge them using edge swaps. Take an edge inside component A and an edge inside component B, and rewrite them as cross edges between components while preserving degrees. Repeating this reduces the number of components without changing any vertex degree, eventually producing a single connected component.
Why it works
The greedy assignment works because at every step we only consume incoming capacity and never exceed it, and we never assign more than one edge between a pair. The multiset invariant is that it always contains exactly the vertices that still need incoming edges, and each assignment reduces total remaining demand by one. Since total supply equals total demand, we eventually match all stubs.
Connectivity repair is valid because edge swaps preserve in and out degrees locally. Replacing edges (a, b) and (c, d) with (a, d) and (c, b) does not change any vertex degree counts, so degree correctness is invariant while connectivity improves.
