Even more structured brute force like splitting into three subsets with pruning still explodes in the worst case.

Approaches
A direct brute-force solution would try every assignment of each task to one of three machines and compute the resulting imbalance. Each assignment takes O(n) to compute loads, so the total complexity is O(3^n · n). This grows far beyond any feasible limit even for n around 30, so it is not a viable direction.
The structure of the problem becomes manageable once we stop thinking in terms of “which machine gets each task” and instead think in terms of how the loads evolve as we process tasks in a fixed order. If we sort tasks in decreasing order of size, large tasks become the primary drivers of imbalance, and small tasks only fine-tune the differences.
This naturally leads to a dynamic programming formulation over partial assignments. The key observation is that at any moment, what matters is not the exact assignment history, but only the current loads of the three machines. However, storing three arbitrary sums is too large: their absolute values can grow up to 400 · 30, but the real issue is the state space explosion.
The saving insight is that only relative differences between loads matter. We can normalize states by fixing one machine as a reference or, more practically, keep track of two loads and derive the third from the total sum. Since total sum is fixed, knowing two loads uniquely determines the third.
This reduces the state to a two-dimensional DP: after processing a prefix of tasks, we store all reachable pairs (load1, load2), and implicitly load3 = total_prefix_sum − load1 − load2. Each task transitions by assigning it to one of the three machines, updating one of the three implied loads.
The DP remains large in principle, but with n ≤ 400 and small task values (≤ 30), pruning dominated states becomes effective: if two states have the same prefix length and one has both loads no worse than another, the dominated state can be discarded. This turns the DP into a Pareto frontier over achievable load pairs.
Once all tasks are processed, we scan all states and compute max(loads) − min(loads), then reconstruct the assignment using parent pointers.

Algorithm Walkthrough
- Sort tasks in descending order of processing time. This ensures that large tasks influence the DP early, when pruning is most effective and decisions matter most.
- Initialize a DP structure that stores states of the form (load1, load2) together with reconstruction metadata. At the start, all loads are zero.
- For each task value t, iterate over the current DP states and generate up to three transitions: assign t to machine 1, machine 2, or machine 3. Each transition updates the corresponding load while keeping the other two unchanged. The third load is always inferred from the total processed sum.
- After generating transitions for a task, merge states by keeping only non-dominated pairs. A state (a, b) dominates (c, d) if a ≤ c and b ≤ d with at least one strict inequality, since it leads to a no-worse third load as well. Removing dominated states prevents exponential growth.
- After processing all tasks, evaluate every remaining state by reconstructing the third load and computing the imbalance defined as max(load1, load2, load3) − min(load1, load2, load3). Keep the state with minimum imbalance.
- Reconstruct the assignment by backtracking stored parent pointers from the best final state to the initial state.
Why it works: at every step, the DP keeps exactly the set of achievable partial load configurations that are not worse in both tracked dimensions. Any discarded state is strictly worse in at least one machine load without improving any other, and since future tasks only add positive values, such states can never become optimal later. This monotonicity ensures that pruning does not remove any state that could lead to an optimal final distribution.

Every symmetric assignment remains equivalent, and the algorithm retains enough structure to reconstruct any balanced distribution.
