Any solution that performs a binary search for every ray would already be around $10^6 \log 10^6$, which is acceptable, but there is a cleaner linear sweep. Any approach that compares every ray against every line would require around $10^{12}$ operations and is completely infeasible.

The subtle cases come from the geometry.

Approaches

The brute-force idea is straightforward. For every integer point on the diagonal, compute where its ray intersects every vertical line and every horizontal line. Keep the valid intersection with the smallest distance along the ray. This is correct because it explicitly evaluates every candidate. Unfortunately, there are $l+1$ rays and up to $10^6$ lines, leading to roughly $10^{12}$ checks in the worst case.

To improve this, we need to understand the geometry of a single ray.

The diagonal is $y=x-h$, so a point on it is $(h+t,t)$.

A perpendicular ray pointing right has direction $(1,-1)$. Its parametric form is

$$x=h+t+u,\qquad y=t-u,\qquad u\ge 0.$$

For a vertical line $x=a$, the intersection occurs at

For vertical lines, we keep a pointer to the first line whose $x$-coordinate is at least the current $h+t$.

For horizontal lines, we keep a pointer to the largest line whose $y$-coordinate is at most the current $t$.

Each pointer moves only forward, so the total work is linear.

Algorithm Walkthrough

  1. Store every vertical line as (x_position, original_index) and sort by x_position.
  2. Store every horizontal line as (y_position, original_index) and sort by y_position.
  3. For every value t from 0 to l, let s = h + t.
  4. Maintain a pointer in the sorted vertical array. Move it forward while the current line has x < s. The pointed line is now the closest vertical line to the right, if such a line exists.
  5. Compute the vertical distance parameter:

If no valid vertical line exists, treat the distance as infinity. 6. Maintain another pointer in the sorted horizontal array. While the next line satisfies y <= t, advance the pointer. 7. If no such horizontal line exists, treat the distance as infinity. 9. Compare the two distances.

If u_h <= u_v, output the horizontal line.

Why it works

For a fixed ray, every valid vertical intersection has distance parameter

$$u=x_i-(h+t).$$

The smallest valid distance comes from the smallest $x_i$ that is still at least $h+t$. Any larger vertical line produces a larger distance.

Similarly, every valid horizontal intersection has distance parameter

$$u=t-y_j.$$

The smallest valid distance comes from the largest $y_j$ that is still at most $t$. Any lower horizontal line produces a larger distance.

The algorithm always compares exactly these two optimal candidates. Since every other line is farther away, the chosen line is precisely the first one intersected by the ray. The tie rule is handled by using <= in the comparison.

The sorted vertical array lets us maintain a successor pointer. Once a vertical line becomes too far left for the current ray, it can never become relevant again because h+t only increases.

The horizontal sweep uses the same idea in reverse. The pointer always marks the largest y already reached by the current value of t.

The infinity value is represented by a very large integer. This avoids special-case comparison logic.

The tie rule is implemented with dist_h <= dist_v. Changing that to a strict < would produce wrong answers on equal-distance intersections.
