Approaches
A brute-force approach would treat every reachable array as a game state and compute winning and losing positions with DFS and memoization. This is correct for tiny values, because the game graph is finite and acyclic. Unfortunately, even an array of length 10 with values around 20 already creates an enormous state space. With values up to $10^9$, this direction is completely infeasible.
The key observation is that the game does not really depend on the exact values themselves. What matters is the relative ordering of the numbers.
Sort the array:
b1 <= b2 <= ... <= bn
Now define the gaps
d1 = b1
di = bi - b(i-1) for i >= 2
The move structure can be rewritten entirely in terms of these gaps. After the transformation, the game becomes the classical staircase game. In that game, only alternating gap positions matter.
The standard analysis shows that the position is losing exactly when the xor of the staircase heaps is zero. For a sorted array, those heaps are:
bn - b(n-1) - 1,
b(n-2) - b(n-3) - 1,
...
taken from the right end in alternating fashion.
Equivalently, after sorting we scan from the back and xor:
b[i] - b[i-1]
for indices whose parity matches the staircase decomposition.
If the resulting xor is nonzero, Alice has a winning move. Otherwise the position is losing.
This reduces the whole problem to sorting and a single linear pass.

Why it works
After sorting, the game becomes equivalent to moving tokens on a line while preserving order. This is exactly the staircase game.
In the staircase game, every second gap acts as an independent Nim heap. The Sprague-Grundy value of the entire position is the xor of those heaps. A position is losing if and only if its Grundy value is zero.
The heap construction above is the standard staircase decomposition. Since every legal move in the original game corresponds to a legal staircase move and vice versa, both games have identical winning and losing states. The xor test is therefore sufficient to determine the winner.

The first step sorts the array because the staircase representation depends on the values being ordered.
The parity of n determines where the staircase heaps begin. For odd n, the smallest value itself becomes a heap, which is why a[0] is xored directly.
The loop then processes every second gap. These are exactly the heap sizes in the staircase game representation.
