If a bit is zero in the full segment AND, it means at least one element lacks it. If exactly one element lacks it, removing that element flips the bit to 1 in the remaining AND.

So the problem reduces to identifying, for each candidate removal, how many bits it can “repair” compared to the full segment AND. We want to choose the element whose removal maximizes the resulting AND, which is equivalent to maximizing the reconstructed bitmask after hypothetically excluding it.

Algorithm Walkthrough

We maintain a segment tree where each node stores two pieces of information. First, the bitwise AND of its segment. Second, for each bit position, the number of elements in that segment that have that bit set.
