Among all valid pairs, we prefer the pair that maximizes the number of judges who attend on-site in both chosen slots. If multiple pairs achieve this same maximum overlap, we choose the pair with the earlier first time slot, and if still tied, the earlier second time slot.
The key structure is that each time slot is just a binary string of length m, where m is the number of judges, and a pair of time slots is valid if for every judge j, at least one of the two strings has a Y at position j.
The constraints matter heavily. The number of time slots n can be up to 200,000, while the number of judges m is at most 20. This immediately suggests that any algorithm depending heavily on n squared is impossible, but any algorithm that treats each time slot as a small bitmask and does heavy work on 2^m or m·n is plausible.
A brute force over all pairs of time slots would examine about n(n-1)/2 pairs, which is roughly 2×10^10 in the worst case, far beyond limits.
A more subtle issue is correctness of filtering. If one only checks that “some judge is covered” or mistakenly maximizes union size instead of enforcing full coverage, it is easy to produce invalid pairs.
A concrete edge case is when no valid pair exists. For example, if all time slots miss at least one common judge position pattern such that every pair fails to cover someone, the correct output is No. A naive approach might still output the best scoring pair without validating coverage.

Approaches
The brute-force idea is straightforward. We try every pair of time slots, check whether together they cover all judges, and if so compute how many judges attend both meetings on-site. This is correct because it directly enforces both conditions in the definition. However, it requires checking about n² pairs, and for each pair we need to scan m judges, leading to O(n²m) operations. With n = 200,000, this is completely infeasible.
The key observation is that m is very small, at most 20. This means each time slot can be represented as a bitmask of 20 bits. Coverage of a pair becomes a bitwise OR equal to the full mask, and overlap becomes a bitwise AND. Once we move to this representation, the problem becomes combinatorial over bitmasks rather than over raw strings.
We still cannot iterate over all pairs directly. The trick is to group identical masks and reduce the search space over unique configurations. Since there are at most 2^20 possible masks, around one million, we can maintain the best occurrence (smallest index) for each mask. Then we only consider combinations of masks instead of individual time slots.
Now the number of distinct masks actually present is at most n but often much smaller. We iterate over all mask pairs among distinct masks. For each pair, we check if their OR equals the full mask, and compute AND size as the overlap score. This reduces the search significantly in practice because m is small and bit operations are fast.
The optimization works because the expensive dimension is n, not m. We compress n into at most 2^m states, and then operate on those states.

Algorithm Walkthrough
We first convert each time slot into a bitmask of length m. For judge j, we set bit j if the character is Y. This gives a compact representation of attendance.
Next, we maintain an array best_mask_index of size 2^m, initialized with a large value. For each time slot i, we compute its mask and store the earliest index where this mask appears. We always keep the smallest index because the tie-breaking depends on earliest time slots.
After preprocessing, we extract all masks that actually occur into a list of candidates. Each candidate has its best representative index.
We then iterate over all pairs of candidate masks (a, b), including the case a == b only if there are at least two occurrences of that mask. For each pair we check whether a OR b equals the full mask (all judges covered). If not, we skip it because it violates the requirement that every judge attends at least one meeting on-site.
For valid pairs, we compute the overlap score as the number of set bits in a AND b. We compare this score with the current best score, and update the answer if it is larger. If the score is equal, we apply lexicographic tie-breaking on the pair of indices: smaller first index wins, and if equal, smaller second index wins.
After finishing all pairs, if we never found a valid pair, we output No. Otherwise we output the best pair of indices.
Why it works is tied to two properties. First, every time slot is fully represented by its bitmask, so feasibility depends only on OR covering all bits. Second, any optimal solution depends only on the chosen masks, not on their multiplicity, except for ensuring two distinct occurrences when picking the same mask twice. Since we preserve earliest indices, we correctly respect ordering constraints.
