A mex of a set is the smallest non-negative integer that does not appear in that set. So a subrectangle has mex at least k if and only if it contains every value from 0 up to k minus 1 at least once. This turns the problem into a coverage question: we are not optimizing a sum or maximum, but asking how many consecutive small values can be fully “covered” inside some rectangle.
The grid size can be up to 500 by 500, so up to 250,000 cells per test case, and there are up to 50 test cases. A naive O(n²m²) enumeration of rectangles is already too large, since that would be on the order of 10¹⁰ rectangles per test in the worst case, and even checking each rectangle efficiently would not be feasible. Even O(n³m³)-style attempts are completely out of reach.
The values in the grid go up to 250,000, but mex is always bounded by n·m, because you cannot have a mex larger than the number of distinct values available in a rectangle. This means we only care about values starting from 0 upward, and only until a relatively small threshold in practice.
A subtle failure case for naive reasoning is assuming we can greedily expand a rectangle from occurrences of 0 or 1. For example, even if 0 is frequent, a rectangle that contains all zeros might not contain a single 1, so mex is still 1. Another failure mode is trying to treat each value independently and picking the best rectangle per value, which ignores the requirement that all values from 0 to k−1 must co-exist in the same region.

Approaches
A brute-force solution would enumerate every subrectangle and compute its mex by scanning its elements or maintaining a frequency array. There are O(n²m²) subrectangles, and computing mex per rectangle even in O(nm) worst case leads to roughly O(n³m³), which is far beyond limits.
The key observation is that mex k is achievable if and only if there exists a subrectangle that contains at least one occurrence of every value in the set {0, 1, ..., k−1}. This shifts the problem from “evaluate rectangles” to “find a rectangle that simultaneously intersects all required point sets”.
For a fixed k, each value v in [0, k−1] forms a set of cells where it appears. We want to know if there exists a rectangle that intersects all these sets. Equivalently, for each value v, we pick one occurrence of v, and we want all chosen cells to lie in a common rectangle. A set of points lies in a common axis-aligned rectangle if and only if their bounding box is valid, meaning the rectangle formed by min/max row and min/max column contains at least one occurrence of every value.
This reduces the problem to: for a given k, we need to decide whether there exists a choice of one position per value in [0, k−1] such that the bounding rectangle formed by these positions is consistent. This is still non-trivial because naive assignment would be exponential.
The standard optimization is to process values incrementally and maintain a dynamic structure over candidate rectangles. We maintain, for each value, all its occurrences, and we try to extend a feasible rectangle while ensuring all required values have at least one point inside it. Instead of explicitly choosing points, we use the fact that for any valid rectangle, each value must have at least one occurrence inside it, so the rectangle must intersect all corresponding point sets.
We can reframe the problem as finding the maximum k such that the intersection over v in [0, k−1] of “all rectangles that contain at least one occurrence of v” is non-empty. This can be solved by binary searching k, and for a fixed k checking feasibility using a sliding bounding-box argument over occurrences: if we consider rows as the primary axis, we can compress columns and treat each value as a set of points; feasibility reduces to checking whether there exists a pair of rows [top, bottom] such that for every value v, there is at least one occurrence within those rows whose column lies in a common intersection interval. This can be maintained using interval merging over columns per value and checking overlap.
A more implementation-friendly view is to fix top and bottom rows, compress all values’ occurrences inside that strip, and for each value v in [0, k−1], track whether it appears in that strip. Then the condition becomes: does there exist a column interval such that all required values have at least one occurrence inside it. This becomes a classic “interval intersection of presence projections” check.
We then slide over pairs of rows and maintain, for each value, the set of columns where it appears between those rows, updating incrementally. The mex is the largest k for which there exists some row pair whose induced column-coverage sets intersect non-empty across all values.

Algorithm Walkthrough
- Sort occurrences of each value by row so that we can incrementally activate values in a row strip. This allows efficient updates when expanding the bottom row.
- Fix a top row

- For a fixed strip, we test whether there exists a column interval that intersects all values 0 to k−1. For each value v, its set of columns in the strip defines a union of intervals; we reduce it to its minimum and maximum column if we only need existence of at least one occurrence per value.
- The rectangle condition becomes checking whether there exists a column range that includes at least one column from every value set. This is equivalent to checking whether the intersection over v of the column-coverage intervals is non-empty after converting each value to its feasible column span.
- If the intersection is non-empty for some k, we can try to increase k. We maintain the best k over all row pairs.
- The final answer is the maximum k for which some row pair admits a non-empty intersection across all required value intervals.
Why it works
Any valid rectangle corresponds to some choice of top and bottom rows and left and right columns. Fixing rows reduces the problem to one dimension: within that strip, each value must appear in at least one column inside the chosen column interval. For a fixed strip, the feasibility condition for k values is fully captured by whether their column-interval constraints overlap consistently. Since every rectangle is represented by some row pair, enumerating row pairs ensures we do not miss any candidate. The incremental maintenance guarantees we correctly capture all possible strips without recomputation, and the interval intersection condition exactly encodes the existence of a column range that covers at least one occurrence of every required value.

Edge Cases
A single-cell grid always has mex 0 because the rectangle contains only one value, and 0 is missing unless the cell is 0. The algorithm handles this because the row-pair loop includes top = bottom = 0, and the mex computation correctly identifies whether 0 exists.
A grid with no zeros forces mex to be 0 for every rectangle. In the algorithm, k becomes 0 immediately since value 0 is not marked alive in any strip, and the feasibility check passes trivially with empty constraint set.
A grid where values 0 and 1 exist but are spatially separated demonstrates why intersection matters. Even if both exist globally, if their column intervals do not overlap for any row pair, L and R will diverge, preventing an incorrect mex of 2.
