Why it works

At any time $T$, the set of usable edges is exactly all edges with weight at most $T$. Kruskal’s algorithm processes edges in increasing order and maintains the minimum spanning forest for that prefix. The moment the DSU merges everything into one component, we have found the smallest prefix of edges that connects all vertices.
