The full answer is the sum of these group costs, and we want to minimize it over all possible ways to split the leaves into K groups.
The important hidden structure is that the cost of a group is not about ordering visits or paths between leaves in sequence. It depends only on the minimal subtree that spans its leaves, so the problem is fundamentally about how edges of the tree are “used” by each color class of leaves.
The constraints, N up to 10000 and K up to 20, already rule out any exponential assignment over leaves. A naive idea of trying all K assignments for L leaves is immediately impossible because even for moderate L, K^L explodes. Any solution must avoid explicitly iterating over leaf partitions and instead rely on tree structure and dynamic programming with states depending on K rather than N.
A subtle edge case appears when the tree is a simple chain. In that case every leaf is at an endpoint, so grouping decisions effectively reduce to splitting endpoints, and any incorrect assumption that internal nodes matter symmetrically can break a naive DP that treats all nodes equally instead of focusing on leaf structure.

Any group containing more than one leaf always uses the center edge structure, so greedy grouping by proximity can look correct locally but fail globally when multiple groups compete for the same central edge.
Approaches
A brute-force solution would explicitly assign each leaf one of K labels and compute the cost of each group from scratch. For a given assignment, we could build the minimal subtree for each group using a DFS-based marking or by constructing a virtual tree over its leaves. Computing one group cost takes O(N), and there are K^L assignments where L is the number of leaves, which in worst cases is O(N). This is far beyond any limit.
The key observation is that the cost of a group depends only on which edges lie in the minimal subtree connecting its leaves. Each edge of the tree contributes independently to each group: an edge is used by a group if that group has at least one leaf on both sides of the edge.
This transforms the problem into distributing leaves so that edges are not “over-activated” across many groups. Instead of thinking in terms of paths between leaves, we think per edge: each group either uses an edge or does not, and the total cost is additive over edges and groups.
This structure allows a tree DP where we process subtrees and keep track of how many groups “appear” in each subtree configuration. The state does not track exact leaf identities, only how groups are represented in the current subtree, and how merging subtrees increases usage of edges.
We root the tree and perform a bottom-up DP. Each node aggregates information from children, maintaining how groups are distributed inside its subtree. When merging a child subtree, we account for interactions between the child’s group presence and the rest of the already-merged structure.
The essential simplification is that we never need to know exact leaf sets, only which groups exist in a subtree and how many groups are being formed.

Algorithm Walkthrough
We root the tree at an arbitrary node. We define DP[u][i] as the minimum cost for the subtree of u when exactly i groups are represented among the leaves inside this subtree, and all partial group information needed to connect upward is already accounted for.
Each DP state also implicitly carries information about which groups are “active” in the subtree, but we compress that into counts up to K since K is small.
We process nodes in postorder.
- Initialize DP at each node assuming it is a leaf. If u is a leaf, it starts by contributing a single group, so DP[u][1] is zero cost because a single leaf has no Steiner edges.
- For an internal node, we start with DP[u][0] as the empty configuration and iteratively merge each child v into u.
- When merging child v, we combine every possible number of groups from DP[u] with every possible number from DP[v]. This produces a new distribution of how many groups exist in the merged subtree.
- While merging, we account for edge (u, v). For any group that appears in both the subtree of v and also elsewhere in the already built part of u or later outside, this edge contributes to that group’s Steiner structure. Since the final presence outside v is not fully known during DP, we delay exact counting and instead track how group multiplicities propagate upward.
- After processing all children, DP[u] summarizes all ways to distribute groups among leaves in the subtree of u.
- The answer is obtained at the root by taking DP[root][K], since all K groups must be formed using all leaves exactly once.
The key invariant is that at every node u, DP[u][i] correctly represents the minimum cost of forming i groups using only leaves in u’s subtree, while preserving enough information about group connectivity so that when u is attached to its parent, edge contributions are counted consistently exactly once per group per crossing edge. This avoids double counting and ensures that every edge contributes exactly for the groups whose leaves lie on both sides of it.
