A valid path here is defined by a sequence of distinct vertices where consecutive vertices are connected by an edge. The path length can be as small as one vertex, meaning the answer is at least the maximum single vertex value.
The structure of the graph matters because it determines which subsets of vertices can be visited consecutively without repetition. The constraints suggest a moderately large graph with up to 1000 vertices and potentially very many edges. A brute-force approach would attempt to run a DFS from every vertex, maintaining the current XOR and marking visited nodes. Each time we extend the path, we update the best answer. This correctly explores all simple paths because DFS naturally enforces the no-revisit constraint.
However, the number of such paths grows exponentially. In a complete graph, the number of simple paths is on the order of n! in the worst interpretation, since any permutation of nodes forms a valid simple path. Even in sparse graphs, DFS explores a branching factor that quickly leads to exponential blowup.
The key insight is that although the graph structure is complex, the XOR operation has linear algebra structure over GF(2). Instead of reasoning about paths directly, we can shift perspective: every path XOR is just XOR over a subset of vertices that is connected in a path-like order, but XOR itself does not depend on order or repetition within a component-free set, only on inclusion.
This suggests separating two effects: connectivity restricts which vertices can appear together in a single path, while XOR aggregation depends only on which vertices are chosen. The problem becomes: within each connected component, what XOR values can we form using vertices that can be arranged into a simple path?
A crucial observation is that any connected component allows traversal structures that can generate a basis over XOR space of vertex values. The connectivity ensures we can move between nodes, and cycles allow us to adjust which nodes are included without breaking reachability. Ultimately, all reachable XOR combinations correspond to the linear span (over GF(2)) of vertex values in each component, combined with a spanning tree structure.
So the problem reduces to building a linear basis of values per connected component. We can compute XOR basis from all node values in a component, since any path XOR is achievable by selecting a subset consistent with connectivity constraints, and cycles ensure no additional structural restriction beyond connectivity.

Algorithm Walkthrough
We process each connected component independently using a graph traversal. For each component, we collect all node values and insert them into a binary XOR basis.

Why it works
Within a connected component, any vertex can be reached from any other via some walk, and cycles allow recombination of traversal choices. Since XOR is associative and commutative, ordering constraints of a path do not restrict the final XOR space beyond connectivity. Therefore, maximizing over all valid paths is equivalent to maximizing over the linear span of vertex values in each component.
