A path is evaluated in two stages. First, we count how many debt cities appear on the path. Second, among all paths that achieve the smallest possible number of debt cities, we choose the one with the smallest number of road steps.

The constraints push us toward a graph traversal that is close to linear or logarithmic per edge. With up to 100000 cities and 100000 roads, any solution that tries to enumerate paths or do exponential search over routes will fail immediately. Even a quadratic approach over nodes is already too large, since 10^10 operations is impossible under a 1 second limit.
A key subtlety is that the optimization is lexicographic. If we only minimized distance, we could use BFS. If we only minimized debt count, we could also use a shortest path with node weights. The difficulty is that both must be optimized in order, and neither can be ignored.
A few edge situations are easy to mishandle.
If city 1 or city N is a debt city, the cost must include them. For example, if 1 is a debt city and N is not, and there is a direct edge 1 to N, then the correct answer is debt count 1 and distance 1, not 0 and 1.
Another issue is when a path with more steps avoids debt cities while a shorter path passes through them. For instance, a triangle 1-2-N with 2 as debt and an alternative longer route 1-3-4-N with no debt cities should prefer the longer route because debt minimization dominates.
Finally, multiple optimal routes may exist for the same debt count. In that case, we must still pick the one with smallest edge count, not arbitrary tie-breaking.
Approaches
A brute-force idea is to enumerate all simple paths from 1 to N, compute for each path how many debt cities it contains and its length, then pick the best. This is correct because it evaluates the objective exactly, but the number of simple paths in a graph can grow exponentially. In a dense or even moderately connected graph, the number of paths becomes far beyond any feasible limit, easily exceeding 2^N in worst cases. This makes brute force unusable even for small graphs.
The key observation is that this is a shortest path problem where each node contributes a cost. Every transition along an edge has the same structure: moving to a neighbor increases the path length by 1, and entering a node may increase the debt counter by 1. This means every state can be represented by a pair of values, and we can compare paths lexicographically.
This structure is exactly what Dijkstra’s algorithm supports when we treat the distance as a tuple. Each node is assigned a best known pair (debt_count, steps). When exploring neighbors, we update these pairs and always keep the lexicographically smallest one. This works because both components are non-negative and path extensions only add to them, preserving optimal substructure.

Algorithm Walkthrough
We model each city as a node with a cost equal to 1 if it is a debt city, otherwise 0. We want to propagate best costs from city 1 to all others using lexicographic relaxation.
- Initialize a distance array where each entry stores a pair (debt_count, distance). Set all values to infinity in lexicographic sense, meaning a very large pair. For the start node 1, set its cost to (isDebt[1], 0). This reflects that we already stand in city 1 before taking any roads.
- Use a priority queue ordered by (debt_count, distance). Push the starting state (isDebt[1], 0, 1). This ensures we always expand the currently best known state first.
- While the queue is not empty, extract the node with the smallest lexicographic pair. If this state is already worse than the stored best value for this node, skip it because a better route was already found.
- For each neighbor of the current node, compute a candidate state. The new debt count is current debt plus isDebt[neighbor], and the new distance is current distance plus 1. This reflects that we traverse one more road and may enter a debt city.
- If this candidate pair is lexicographically smaller than the stored value for the neighbor, update it and push it into the queue.
- After processing all reachable states, the answer for city N is the stored pair (debt_count, distance).
Why this works is based on the invariant that whenever we finalize a node from the priority queue, we have found the best possible lexicographic pair for it. Any alternative path would either already have been processed or would have a worse prefix at some earlier step, and since all extensions only add non-negative values, it can never become better later.
