Any solution that tries all permutations is immediately impossible, since that would already be factorial. Even quadratic or cubic reasoning over pairs of scenes would also be too slow. This strongly suggests that the answer depends on local greedy structure and efficient bookkeeping over color occurrences.
A subtle point is that the transition condition is asymmetric. Whether A can transition into B depends only on the maximum of A and the membership of that value in B. The reverse direction is unrelated, which means we are effectively constructing a directed path that tries to align a specific value carried by each node with sets of future nodes.
A common failure case comes from thinking this is a symmetric compatibility problem.
If scene A has colors {1, 100} and scene B has {100}, then A can transition to B, but B cannot necessarily transition back unless 100 is also the maximum of B and appears in A’s set, which it does not. Treating this as an undirected matching problem loses structure and leads to incorrect greedy strategies.
Another failure mode appears when trying to sort by maximum color or by set size. Neither correlates with how many transitions a scene can create, since usefulness depends on how many future scenes contain its maximum value, not on the value itself.
Approaches
The brute-force idea is to try every permutation and count valid transitions. For each arrangement, checking all adjacent pairs takes linear time, but there are $n!$ permutations, which is far beyond feasible computation even for very small $n$. Even trying to build the permutation with backtracking leads to exponential branching.
The key observation is to flip the perspective from “how a scene connects to the next scene” into “how a scene helps previous scenes”. A scene $j$ contributes a transition from a previous scene $i$ exactly when the maximum of $i$ is contained in $j$’s set. So each scene $j$ can be seen as a collector of “requests” from previous scenes: every previous scene whose maximum color lies in $S_j$ benefits if $j$ comes immediately after it.
This turns the problem into constructing a sequence where each position choice should maximize how many remaining “demanded colors” it satisfies from the previous position.
We maintain, for each color, how many remaining scenes currently have that color as their maximum. For a candidate next scene $j$, its value is the number of remaining scenes whose maximum is contained in $S_j$. Picking the scene with the highest such value is a natural greedy strategy, and this can be maintained dynamically as we remove scenes.
The remaining challenge is maintaining these values efficiently when counts change, since removing a scene reduces the contribution of its maximum color from all scenes that contain that color.

Algorithm Walkthrough
We assign each scene its main color, which is the maximum element in its set. We also prepare a reverse index from each color to the list of scenes whose sets contain that color.
We maintain a counter for each color that tracks how many unplaced scenes currently have that color as their maximum.
We also maintain a score for each scene, defined as the sum over all colors in its set of how many remaining scenes have that color as their maximum. This score represents how many potential transitions this scene can create if it is placed immediately after the current position.
We repeatedly pick the unplaced scene with the largest current score, append it to the answer, and remove it from consideration. When we remove a scene, we decrease the counter of its maximum color, and then update the scores of all scenes that contain this color.
This process continues until all scenes are placed. Finally, we count transitions by scanning adjacent pairs in the constructed order.
Why it works
At any moment, the score of a scene measures exactly how many possible transitions it can create from the current pool of remaining scenes if it is chosen next. Every update reflects the fact that once a scene with maximum color $c$ is used, future candidates can no longer gain benefit from $c$. This ensures that each greedy choice is made with full knowledge of how many remaining opportunities each scene can still contribute, and no later decision can retroactively increase a previously removed scene’s usefulness.

The solution builds all necessary structures first: the maximum color for each scene, the frequency of these maximums, and an inverted index from colors to scenes containing them. The score computation uses the idea that a scene is valuable exactly in proportion to how many remaining maximum colors it can satisfy.
The heap is used to always extract the currently best candidate. Because scores change when we remove a scene, stale heap entries are possible, so each extraction verifies correctness by recomputing the current score and pushing back if outdated.
When a scene is chosen, we decrement the counter of its maximum color and propagate that change to all scenes containing that color. This is the only reason we can maintain scores incrementally instead of recomputing from scratch.
Finally, the answer is verified by explicitly counting transitions on the constructed permutation.

Edge Cases
A key edge case is when all scenes share the same maximum color. In that case, every scene benefits from every other, and the algorithm continuously maintains high scores for all nodes until the last removal. The greedy selection becomes arbitrary among equals, but every adjacency remains valid, producing the maximum $n-1$ transitions.
Another case is when colors form disjoint groups where no maximum appears inside any other set. Here all scores remain zero throughout. The heap degenerates into arbitrary ordering, which is correct because no ordering can produce any transition.
A more delicate case is when a single color dominates many sets but appears as a maximum in only one scene. Removing that scene triggers a large cascade of score reductions, but since updates are localized to scenes containing that color, correctness is preserved and no unrelated scene is affected.
