The key simplification comes from the fact that rotation commands are free. Because both robots always rotate together, we are never forced to “commit” to a direction permanently. Before any forward command, we can rotate the system arbitrarily at zero cost, meaning each forward step can be interpreted as choosing a direction from the four compass directions and applying it immediately.
This removes the need to track orientation history. Instead, every state only needs to remember where each robot currently is (or whether it has already exited). From any state, we can try all four possible forward directions.
This transforms the problem into a shortest path search where each state transition has cost 1 per forward command, and a secondary cost equal to the number of bumps caused by that move. Since all edges have nonnegative weights and we need lexicographically minimal distance, Dijkstra’s algorithm over the joint state space is appropriate.
The state space consists of pairs of positions, with an additional “out” marker per robot. That yields at most about (2501 × 2501) states, which is large but still feasible with pruning and efficient hashing or indexing. Each state has at most four outgoing transitions.

The first time both robots are marked as out, we have found the globally optimal sequence because any later discovery would require at least as many forward steps, and ties are already minimized by bumps.
