The key detail is that we only “solve” small independent local subproblems, each involving at most 10 variables, so even checking all possibilities is constant work.

Why it works

At every step r, any constraint that can be affected by future decisions must include only positions ≥ l and ≤ r, and since r is the endpoint, all variables of that constraint are already within the current window.
