This model is correct but immediately explodes in size. Each city can be combined with many possible remaining endurance values, which are continuous in principle. Even if discretized to meaningful breakpoints, transitions would still be extremely large. A straightforward Dijkstra over expanded states can easily become $O(N^2 \cdot E)$, which is far too slow.
The key structural insight is that we never need to track “how much endurance remains” explicitly. What matters is only the identity of the horse we are currently using and the best time to reach each city while using a specific horse.

This suggests a two-level DP: for each possible choice of starting horse, compute best travel times to all nodes while allowing switches whenever we arrive at a node.
Instead of treating endurance as a continuous state, we observe that endurance is only consumed along a path that uses a single horse segment. The correct way to organize this is a Floyd-like relaxation over cities, but with weights depending on the starting horse.

Algorithm Walkthrough
We separate the solution into two layers: computing usable travel under each horse, then combining horse-switching decisions globally.
- Compute shortest path distances between all city pairs using Floyd-Warshall on the raw distance graph. This gives the minimal distance between any two cities ignoring horses, which is valid because using more edges is never beneficial for endurance usage.
