This greedy construction works because each edge is “decided” exactly once when its second endpoint is processed. At that moment, we can ensure that at least half of its contribution is counted as a crossing edge in expectation of the decision rule.
The difficulty is maintaining this construction efficiently under deletions and repeated queries. Since the graph only shrinks, we can maintain adjacency lists and mark vertices as active or removed. For each query, we recompute a fresh greedy partition on the current active graph. Each recomputation runs in linear time in the number of active vertices plus edges.
Even though this sounds like O(qm), the structure of the problem helps in practice: edges are only ever removed once, so the total number of edge deletions across all events is m, and after many deletions the graph becomes smaller. This makes repeated full scans acceptable within the constraints.
